The President of Al-Furat Al-Awsat Technical University Receives the Governor of Najaf Al-Ashraf

The university council holds monthly meetings to exercise its authority and fulfill its responsibilities, ensuring the efficient operation of the university and the realization of its required objectives:
1. Approving the university’s policy and its development in scientific, technical, cultural, and administrative fields.
2. Recommending the establishment of colleges and institutes in line with the university’s academic progress.
3. Approving plans to establish academic departments, branches, and scientific centers.
4. Establishing postgraduate studies in various specializations within the university’s colleges and institutes in accordance with applicable regulations and requirements.
5. Recommending the appointment of deans for colleges and institutes based on proposals from the university president.
6. Granting professorship titles to faculty members at the university’s colleges and institutes.
7. Approving academic leaves for faculty members within and outside Iraq in accordance with the University Service Law.
8. Recommending admission plans for undergraduate and postgraduate studies at the colleges and institutes.
9. Approving scientific research plans in the university's colleges, institutes, and research centers.
10. Periodically reviewing and revising curricula to ensure continuous improvement in academic standards, aligning with contemporary developments and technological advancements in higher education.
11. Approving the consideration of the academic year as a non-failing year for students who face unforeseen circumstances beyond their control, preventing them from attending classes or participating in final examinations, based on the council’s assessment and recommendation by the university president.
12. Approving considering the academic year as a non-failing year for students due to exceptional circumstances affecting the country.
13. Approving the third extension for postgraduate students upon the recommendation of the university president.
14. . Conferring the title of Emeritus Professor in alignment with the established regulations and guidelines governing this designation.
1. Endorsing the academic, administrative, and technical staffing structure and authorizing its implementation across the university’s various organizational units.
2. Ratifying and concluding agreements with universities and scientific institutions in other countries.
3. Approving the professional development and training plan for academic and administrative staff, based on a recommendation from the university president.
4. Recommending approval for referring university staff to the competent courts due to legal violations, upon the university president’s recommendation.
5. Approving the extension of service for faculty members (Professor, Associate Professor) upon reaching the legal retirement age for one year, renewable up to three times, based on a recommendation from the relevant college council.
1. Approve the university's yearly investment, import, and finance budget plans in consultation with the appropriate authorities.
2. Ratifying the university’s final accounts.
3. Reviewing and discussing the report from the Financial Supervision Bureau, identifying areas of deficiency, and working to address them.
4. Authorizing expenditures within the scope of the budget, investment plan, and import plan, in line with approved allocations.
5. Approving the reallocation of funds within budget items and sections in compliance with the general state budget execution standards on the president's recommendation.
6. Delegating certain authorities to the university president.
7. Encourage research and studies that contribute to the advancement of various scientific disciplines and align with the needs of the local market.
8. creating chances for cooperation between scholars and different Iraqi and foreign universities and taking part in graduate-focused research groups.
