The President of Al-Furat Al-Awsat Technical University Receives the Governor of Najaf Al-Ashraf

1. Reviewing and approving the minutes of college council meetings.
2. Recommending granting academic leave to faculty members inside and outside Iraq in accordance with the law.
3. Monitoring the progress of the teaching process and scientific research at the university.
4. Approving members of requesting University to various parties to continue their service and determine the salary.
5. Approval of transferring morning studies students to evening studies.
6. Approval of transfer and hosting students between Iraqi universities according to the controls.
7. Proposing the establishment of colleges and scientific departments to the University Council and their cancellation after the recommendation of the college councils.
8. Approval of the minutes of the central scientific promotions committees and the authorship, support and translation committees.
9. Approval of reducing or exempting evening study fees.
10. Disbursing salaries and allowances to members of the university and the authority according to legal entitlements.
11. Approval of spare parts orders and additional materials for projects according to the general conditions of contracting.
12. Approval of pricing of additional statements in spare parts orders for the committee formed in the Engineering Affairs Department and issuance of spare parts orders in accordance with the instructions of the Federal General Budget and the Ministry of Planning.
13. Approval of disbursement from budget allocations in accordance with the provisions stipulated in the Federal General Budget Law and its implementation instructions, within the limits of (250,000,000) two hundred and fifty million.
14. Forming university committees to conduct periodic field visits to chemical and toxic materials laboratory warehouses.
15. Forming committees to evaluate marketable scientific results.
16. Transferring and hosting undergraduate and graduate students between universities.
17. Transferring the services of university service employees between universities during the summer vacation period extending from 1/7 to 1/9 of each year to maintain the regularity of the educational process or by university orders without the need to refer to the Ministry, provided that it is based on the request of the employee concerned with the degree and financial specialization.
18. Transferring the services of employees between universities in university orders without the need to issue a ministerial order with the degree and financial specialization.
19. Implementing the instructions of the Ministry of Planning regarding referral and withdrawal of work from contractors and other procedures related to the implementation of work within the authority of the contracting party.
20. Signing referral letters for projects belonging to the university from its investment budget.
21. Approving the results of acceptance and consider all objections of postgraduate applicants.
22. Holding training courses, workshops and seminars on the subject of controlling the circulation of hazardous, toxic and radioactive chemical and biological materials.
23. Granting university or authority members letters of thanks and appreciation.
24. University or authority members for financial rewards for distinguished work not exceeding 250,000 thousand dinars.
25. Approving the granting of job entitlements (bonus and promotion) to university members of colleges and institutes in accordance with the law.
26. Presiding over the university council, body or council and calling it to regular and extraordinary meetings and implementing its decisions and representing the university before all parties.
27. Managing the scientific, administrative and financial affairs of the university, body or council in accordance with the full law, regulations and decisions of the university council.
28. Distributing the profits of consulting offices and clinics, allocating (20%) of them to the university to be placed in a special fund and spent on developing its scientific and service activities, as well as distributing (80%) of them to its employees, as an exception to Article 10 of the Engineering Consulting Offices Law.
29. Appointing department heads at the university and their colleges and institutes based on the recommendation of the dean of the college and confirming and dismissing them, with the exception of directors of internal departments and in coordination with the Scientific Supervision and Evaluation Authority.
30. Granting regular and sick leaves to employees and lecturers in accordance with the law.
31. Forming inclusion committees by university orders and submitting their recommendations to the minister for approval in accordance with the inclusion law and its instructions.
32. The president of the university may delegate some of his powers to vice presidents and deans or to whomever he deems appropriate.
