The President of Al-Furat Al-Awsat Technical University Receives the Governor of Najaf Al-Ashraf

First - The University President have two vice presidents who are related to him and it has at the level of Director General, and each of them carries out the tasks and authorities assigned by him.
Second - The person who is chosen as a Vice President of the University should hold a doctorate degree and has at least the scientific title of Assistant Professor.
Third – The Vice President of the University should return to his position as a faculty member upon the end of his assignment or upon his dismissal from his position.
Administrative Authorities
1- Providing administrative and legal advice to the university president.
2- Overseeing all administrative, legal, and financial operations at the university.
3- Proposing studies and research activities related to administrative, legal, and financial matters.
4- Conducting field visits and inspections of all university formations.
5- Coordinating with state departments and institutions, including ministries (excluding the minister's office), regarding departmental operations.
6- Issuing administrative orders for the appointment of staff, including administrative, technical, and academic personnel, in university headquarters and affiliated scientific centers following regulatory approvals.
7- Approving the formation of various committees within the university.
8- Forming investigative committees for employee misconduct within university headquarters.
9- Approving the disbursement of accrued leave salaries for employees, as per legal provisions.
10- Accepting or rejecting resignations from employees and academic staff.
11- Approving employee transfers between university administrative units, in consultation with their direct supervisors.
12- Approving internal travel for university staff.
13- Granting spousal accompaniment leave for university employees.
14- Approving maternity leave for university female staff.
15- Approval of maternity leave for female employees of the university presidency and its affiliated formations.
16- Referring applicants for appointment from the teaching staff to scientific committees to determine their teaching powers.
17- Recommending assigning employees of the university presidency and its employee’s colleges and institutes to additional work required by the university's interest.
18- Any other powers granted to him by the university president.
Financial Authorities
1. Approval of work lists and granting additional periods in the university's private contracts.
2. Approval of purchasing administrative supplies and scientific equipment necessary and required by the university's various colleges and institutes.
3. Preparing the university's annual budget proposal and coordinating with the financial department and submitting it to the university president.
4. Recommending approval of granting allocations of all kinds according to the provisions of the laws, decisions and instructions in force regarding the members of the university presidency and its affiliated scientific centers.
5. Proposing the necessary transfers in the budget materials within one semester and based on the proposal of the financial department at the university.
6. Approval of subscriptions to official and unofficial newspapers, magazines and publications within the limits of financial specializations.
7. Approval of disbursing permanent advances for activity purposes within the limits of the powers granted to him and approval of disbursing other advances in accordance with the laws and special instructions.
8. Any other powers granted to him by the university president.
1. Supervising all academic centers at the university and their associated departments.
2. Scientific supervision of academic activities at the university's colleges, institutes and centers.
3. Preparing the university's scientific research plan and submitting it to the university president to be presented to the university council for approval.
4. Recommending to the university president the granting of academic degrees to graduates in undergraduate and graduate studies for all specializations at the university.
5. Following up on students' academic issues and adjudicating them.
6. Expressing an opinion on academic sabbaticals, sending lecturers and making recommendations regarding them to the university president.
7. Representing the university in meetings, conferences and academic committees related to the nature of his work and with the authorization of the university president.
8. Determining the number of those accepted in undergraduate studies (morning and evening) and various specializations and submitting the necessary recommendation to the university president or the authority in coordination with the relevant college councils.
9. Proposing nominations for fellowships and academic missions for members of the university presidency and the authority.
10. Follow up on programs, research, conferences and scientific seminars held by the colleges, institutes and centers of the university.
11. Approval of students' graduation documents and issuance of special instructions regarding them in accordance with relevant laws.
12. Supervision of cultural, artistic and sports student activities at the university.
13. Forming various scientific committees at the university or the authority within its jurisdiction, with the exception of the Central Promotions Committee and its branches.
14. Approval and implementation of the summer training program for students, field practices for instructors and plans for the university's openness to field institutions.
15. Any other powers delegated to him by the President of the University.
