Authorities of Scientific Departments
It is the basic scientific unit in the university and is managed by the Department Council and its Head, who is appointed by a decision of the University President based on the recommendation of the Dean of the College or Institute.
1. Discuss study curricula, courses, and textbooks and propose amendments or replacements based on the recommendations of the faculty members.
2. Propose the department's needs for faculty members and technical staff and recommend inviting visiting professors.
3. Approve research projects submitted by department members, propose ways to accomplish them, recommend support for scientific research, authored and translated books, and attend to students' research while providing necessary resources.
4. Implement the decisions of the College Council.
5. Form educational and scientific committees according to the department's needs.
6. Supervise teaching methods and training, ensure faculty members and other department staff fulfill their duties, and oversee students’ academic affairs through continuous scientific and practical supervision.
7. Follow scientific developments and the rapid advancement of knowledge and sciences, guiding faculty members to update curricula and study materials in line with these advancements.
8. Delegate some of its powers to the Head of the Department.

First — Academic Powers:
1. Implement decisions of the University Council and the College or Institute Council regarding the scientific department.
2. Manage the department academically, administratively, educationally, culturally, financially, and with respect to students.
3. Supervise teaching and ensure faculty members fulfill their responsibilities.
4. Prepare periodic and annual scientific reports on the department’s activities and submit them to the Dean.
5. Prepare student training programs.
6. Guide the writing of theses according to the country's needs.
7. Form the department’s examination committee.
8. Recommend graduate students applying to the department according to admission regulations.
9. Recommend updates to postgraduate curricula based on the department’s approval.
10. Present research to scientific committees for support and promotion purposes.
11. Propose administrative orders regarding academic leave and additional lectures based on the College Council’s approval.
12. Propose experts for evaluating academic promotions of department faculty.
13. Approve faculty nominations to participate in technical, administrative, and scientific committees.
14. Issue inquiries to faculty members in case of absence or tardiness.
15. Communicate with other university departments and counterpart departments in other Iraqi universities regarding academic and teaching matters with prior Dean approval.
16. Discuss curricula and propose modifications.
17. Determine the department’s needs for faculty, technical, and administrative staff based on the scientific department’s recommendations.
18. Propose student numbers and admission conditions according to department capacity.
19. Distribute courses among faculty members according to departmental administrative decisions.
Second — Administrative Powers:
1. Sign annual allowance forms and approve promotions and raises for all department staff.
2. Approve regular leaves for university service employees according to the University Service Law No. 23 of 2008.
3. Recommend recognition and awards for outstanding staff performance.
4. Recommend fellowships and study leaves for department staff.
5. Assign tasks to department staff according to the department’s scientific interests and issue administrative orders accordingly.
6. Convene the Department Council meetings.
7. Issue administrative orders for external lecturers’ sessions in coordination with the College or Institute Dean and monitor payment of their fees.
