The President of Al-Furat Al-Awsat Technical University, Professor Dr. Hassan Latif Al-Zubaidi, participated in the discussion session entitled “From Diagnosing Challenges to Building Pathways,” aimed at outlining the features of the ministerial program for the period (2026–2030). The session was organized by the Council of Conscious Elites of Al-Buraq Center for Studies and Strategic Planning, in cooperation with the Parliamentary Legislation Department of the Iraqi Council of Representatives, and was held at the headquarters of the Iraqi Parliament.
The session was opened with a presentation delivered by the President of Al-Buraq Center for Studies and Strategic Planning, Consultant Dr. Ali Al-Mubarraq, in which he emphasized the importance of moving from diagnosing crises to building realistic and implementable pathways by prioritizing national objectives and linking them to clear measurement and follow-up tools.
In turn, the Director General of the Parliamentary Legislation Department at the Council of Representatives, Dr. Mohammed Qasim Al-Miyahi, delivered the Parliament’s address, explaining that the ministerial program represents a binding political and legal document that forms the basis for granting parliamentary confidence and serves as a supervisory reference for evaluating government performance and its executive and legislative trajectory.
The session also included an address by the Council of Conscious Elites, delivered by Professor Dr. Bassem Ali Khuraisan, who affirmed the national role of scientific elites and specialized expertise in supporting decision-making. He highlighted the importance of formulating a forward-looking ministerial program based on realism, balancing sovereignty and development requirements, and responding to the challenges of the coming phase.
The session featured the presentation of two specialized papers. The first was delivered by Dr. Mahdi Al-Alaq, former Secretary General of the Council of Ministers, while the second paper was presented by Professor Dr. Hassan Latif Al-Zubaidi, President of Al-Furat Al-Awsat Technical University.
The session was attended by a wide spectrum of scientists, deputy ministers, advisors, academics, and experts in political, economic, financial, developmental, and security affairs. Their interventions enriched the discussion and contributed to deepening the forward-looking vision of the anticipated ministerial program.
The session concluded with a set of key recommendations, which focused primarily on:
Adopting a concise ministerial program with clear priorities that is implementable, measurable, and accountable.
Strengthening financial and economic reform, diversifying sources of income, and linking planning to the state budget.
Combating corruption through effective institutional and oversight tools and digital transformation.
Giving sovereign and developmental priority to water, energy, education, environment, and foreign policy files.
Empowering the government to build a competent team and achieve a balance between stability and reform.
Al-Buraq Center for Studies and Strategic Planning and the Parliamentary Legislation Department affirmed that this session represents a model of institutional integration between think tanks and the legislative institution, and a practical step toward contributing to the formulation of a conscious and realistic ministerial program that places the state on a path of construction and stability.
