Authorities of the Vice President for Administrative and Scientific Affairs
First – The university president has two assistants who report directly to him and hold the level of General Director. Each performs the tasks and exercises the powers assigned to them.
Second – It is required that anyone appointed as an assistant to the university president holds a PhD and at least the rank of Assistant Professor.
Third – The assistant returns to their teaching position upon the end of their assignment or dismissal from the position.

First – Administrative Powers
1. Provide administrative and legal advice to the university president.
2. Supervise all administrative, legal, and financial work at the university.
3. Propose studies, research, and activities related to administrative, legal, and financial aspects of the university.
4. Conduct field visits and inspections to all university formations.
5. Communicate with government departments and institutions, including ministries (except the Minister’s Office), regarding the departments under his authority.
6. Issue administrative orders related to the appointment of administrative, technical, and teaching staff in the university presidency and affiliated scientific centers according to applicable laws and regulations, after obtaining the necessary approvals.
7. Approve the formation of various committees within the university under his jurisdiction.
8. Form investigative committees to investigate violations committed by staff and technicians at the university presidency.
9. Approve disbursement of salaries for regular and accumulated leaves according to the law.
10. Accept or reject resignations of employees, including teaching staff.
11. Transfer administrative and technical employees between administrative formations under the university presidency in consultation with their direct supervisors.
12. Approve the assignment of university staff, administrative and technical employees, within Iraq.
13. Approve disbursement of salaries for regular and accumulated leaves according to the law.
14. Grant spousal leave to university employees.
15. Approve maternity leave for female staff at the university presidency and its affiliated formations.
16. Refer candidates for teaching positions to scientific committees to determine their teaching qualifications.
17. Recommend assigning additional tasks to university presidency staff and affiliated formations as required for university interests.
18. Any other powers delegated by the university president or authority.
Second – Financial Powers:
1. Review statements for works and additional allowances in university contracts.
2. Approve the purchase of administrative supplies and necessary scientific equipment required by various university formations.
3. Prepare the annual university budget proposal, coordinate with the financial department, and submit it to the university president.
4. Recommend approval of all types of allowances according to applicable laws and regulations concerning university presidency staff and affiliated scientific centers.
5. Propose necessary budget reallocations within the same chapter based on recommendations from the university and authority financial department.
6. Approve subscriptions to newspapers, journals, and official or non-official publications within financial limits.
7. Approve the disbursement of permanent advances for activities within delegated powers and other advances according to applicable laws and instructions.
8. Any other financial powers delegated by the university president or authority.

2. Oversee scientific activities in the university’s faculties, institutes, and centers.
3. Prepare the university’s scientific research plan and submit it to the university president for approval by the University Council.
4. Recommend granting academic degrees to graduates of undergraduate and postgraduate studies in all university disciplines.
5. Follow up on student academic issues and make decisions on them.
6. Provide opinions on academic leave, staff assignments, and make recommendations to the university president and authority.
7. Represent the university in meetings, conferences, and scientific committees related to his duties, with authorization from the university president.
8. Determine the number of students admitted in undergraduate programs (daytime and evening) across various disciplines and submit recommendations to the university president or authority in coordination with the relevant college councils.
9. Propose nominations for fellowships and scientific scholarships for university presidency and authority staff.
10. Follow up on programs, research, conferences, and scientific seminars organized by faculties, institutes, and university or authority centers.
11. Approve student graduation documents and issue related instructions according to applicable laws.
12. Supervise cultural, artistic, and sports activities for students at the university.
13. Form various scientific committees in the university or authority within his jurisdiction, except for the central promotion committee and its branches.
14. Approve and implement the summer training program for students, field practices for staff, and plans to open the university to workplace institutions.
15. Any other powers delegated by the university president or authority.
