As part of its efforts to promote legal awareness and clarify the functions of oversight bodies, Al-Furat Al-Awsat Technical University organized, in cooperation with the Federal Integrity Commission / Najaf Al-Ashraf Investigations Office, a workshop entitled: “Introduction to the Federal Integrity Commission.”

The workshop was moderated by the Director of the Legal Affairs Department, Dr. Haider Hadi Abdul. The university hosted the Deputy Head of the Najaf Al-Ashraf Investigations Office, Dr. Ali Halim, in the presence of several directors and staff members from the university presidency.

The session addressed the mandates and legal competencies of the Federal Integrity Commission, as well as the mechanisms through which it exercises its supervisory role in combating corruption and protecting public funds. It also clarified the legal limits of the Commission’s jurisdiction in accordance with applicable legislation.

Furthermore, the workshop highlighted that the Commission’s powers are legally defined, particularly with regard to offenses affecting public funds. It emphasized that the cases within its jurisdiction are those explicitly stipulated by law, in line with the principle of “no crime and no punishment except by legal text.” Actions that do not meet this legal threshold are considered administrative violations subject to disciplinary and administrative procedures.

The workshop concluded by stressing the importance of cooperation between academic institutions and regulatory bodies in supporting legal awareness programs and fostering an institutional environment grounded in integrity and compliance with applicable laws and regulations.
