Powers of the University President
1. Review and approve the minutes of the college councils’ meetings.
2. Recommend granting academic leave for teaching staff inside and outside Iraq according to the law.
3. Monitor the teaching process and scientific research in the university.
4. Grant university staff the continuation of service and determine their salaries for various entities.
5. Approve the transfer of daytime study students to evening programs.
6. Approve the transfer and hosting of students between Iraqi universities according to regulations.
7. Propose the establishment or abolition of colleges and scientific departments to the University Council, following recommendations from college councils.
8. Approve the minutes of central promotion committees, authorship, support, and translation committees.
9. Approve the reduction or exemption of evening study fees.
10. Disburse salaries and allowances to university staff and faculty according to legal entitlements.
11. Approve change orders and additional project materials according to general contracting conditions.
12. Approve the pricing of additional statements in change orders for the committee formed in the Engineering Affairs Department and issue change orders according to federal budget instructions and Ministry of Planning guidelines.
13. Approve expenditures from budget allocations according to the items specified in the federal budget law and its implementation instructions, up to 250,000,000 IQD (two hundred fifty million).
14. Form university committees to conduct periodic field visits to chemical and toxic materials laboratories.
15. Form committees to evaluate scientific results suitable for commercialization.
16. Transfer and host undergraduate and graduate students between universities.
17. Transfer university service employees between universities during the summer break from July 1 to September 1 each year to ensure continuity of teaching, or through university orders without referring to the Ministry, provided it is based on the request of the concerned employee with the grade and financial specialization.
18. Transfer staff services between universities through university orders without issuing a ministerial order, with the grade and financial specialization.
19. Implement Ministry of Planning instructions related to contractor assignments, withdrawal of work from contractors, and other procedures related to project execution under the authority of the contracting entity.
20. Sign referral letters for projects belonging to the university from its investment budget.
21. Review admission results and consider all objections submitted by postgraduate applicants.
22. Organize training courses, workshops, and seminars on the control and handling of hazardous chemical, biological, toxic, and radioactive materials.
23. Grant letters of appreciation and recognition to university or faculty staff.
24. Award financial bonuses to university or faculty staff for outstanding work, not exceeding 250,000 IQD.
25. Approve granting of employment entitlements (raises and promotions) to university staff and formations according to the law.
26. Chair the University Council or faculty council, call for regular and extraordinary meetings, implement its decisions, and represent the university before all entities.
27. Manage the scientific, administrative, and financial affairs of the university, faculty, or council fully in accordance with the law, regulations, and University Council decisions.
28. Distribute profits from consulting offices and clinics: allocate 20% to the university in a special fund for developing its scientific and service activities, and distribute 80% to the staff working in these offices, as an exception to Article 10 of the Engineering Consulting Offices Law.
29. Appoint department heads in the university and its formations based on the college dean's recommendation, approve or dismiss them, except for internal department directors, in coordination with the Supervision and Scientific Evaluation Authority.
30. Grant regular and sick leaves to employees and faculty according to the law.
31. Form inclusion committees by university orders and submit their recommendations to the minister for approval according to the inclusion law and its instructions.
32. The university president or faculty head may delegate some of their powers to assistants, deans, or whoever they deem appropriate.
